Case Study: Streamlining Federal Exam Transfers at the Ports of Los Angeles and Long Beach.


Challenge 


In 2014, importers and logistics stakeholders faced costly delays in transferring containers requiring federal exam permits — such as MET-AQI and USDA-CET — to Centralized Exam Stations (CES).

  • Exam procedures were inconsistent across offices.
     
  • Communication gaps slowed container movement.
     
  •  Costs for importers continued to rise while awaiting exam scheduling 

 Action  


 Led a cross-functional initiative bringing together government offices and private-sector partners.  Our team:

  • Developed a Strategic Communication Plan to standardize information flow.
     
  • Coordinated across agencies and industry stakeholders to align procedures.
     
  • Piloted process improvements that could be scaled across the port community.
     

This work directly informed CBP Public Bulletin LA14-013, which introduced new procedures to streamline federal exam transfers.

Founder’s Bio – Javier E. Messarina

Javier E. Messarina is the Founder and Principal of QP Consulting, LLC, a logistics and supply chain consulting firm based in Torrance, California. He holds an MBA in Global Management and brings more than 30 years of experience in global supply chain, logistics, and transportation operations.

His professional background spans ramp operations, international and domestic cargo handling, FTZ management,  customs brokerage involving CBP and other federal trade, transportation, agriculture, and homeland security agencies. With a CDL-A license and direct experience navigating the Ports of Los Angeles and Long Beach, Javier has gained unique, firsthand insight into the operational challenges affecting some of the nation's busiest ports.

In 2014, he led a case study addressing systemic cargo transfer challenges  at the Ports of Los Angeles and Long Beach. The findings informed new procedures later adopted in CBP Public Bulletin LA14-013 and ultimately contributed to the U.S. Department of Commerce’s 21st Century Port Competitiveness Initiative (2016), which advanced national frameworks on port community systems and logistics technology adoption.

 Today, he leads research and development initiatives focused on transportation intelligence, operational analytics, workforce intelligence, predictive decision-support systems, supply chain resilience, and data-driven approaches to improving logistics performance.  His work explores how technology, analytics, and operational expertise can help organizations navigate increasingly complex transportation and supply chain environments.

 
His vision is to bridge strategy with real-world operations, ensuring that innovative supply chain and transportation solutions remain practical, scalable, and aligned with evolving industry and public-sector priorities.
